Issue Analysis

Step 1 -- Define the Issue

  • What is the general concern that the bill tries to address?
  • Why has the issue come up?
  • State the issue in the form of a question.

Step 2 -- Identify the Interested Parties

  • Who is involved?
  • Who is affected?
  • Who might gain or lose?
  • Who controls the resources that could resolve the issue?

Step 3 -- Gather Perspectives

  • What does each group want?
  • What will they win or lose?

Step 4 -- Analyze Viewpoints

  • What would happen in each instance if the group's idea was utilized?
  • What would be the impact to others and the community, now and into the future?

Step 5 -- Form a Position

  • What is your opinion as to what should be done?
  • How will individuals and groups get involved?

Step 6 -- Make an Action Plan

  • Who? What? When? How?
