2008 Regional Public Speaking Contest Rules

Register by completing the registration form and outline form and sending it to the appropriate contact person. Regional registrations must be submitted by the county extension staff.

EACH COUNTY MAY SEND THREE INDIVIDUALS IN THE SPEECH AND PSA DIVISIONS.

  • No Novice division in the Speech Division

  • Radio PSA’s must promote 4-H and be general enough to be used anywhere in Nebraska.

Junior Speech

Recommended Under 3 minutes

Must be an original speech relating to some aspect of 4-H. Submit 3 copies of speech outline with registration.

Ribbon &
Certificate given to each participant.
Top individuals receive a medal.

Intermediate Speech

12 and 13

Recommended 3 to 5 minutes

Must be an original speech relating to some aspect of 4-H. Submit 3 copies of speech outline with registration.

Ribbon &
Certificate given to each participant.
Top individuals receive a medal.

Senior Speech

14-19

5-8 minutes

Must be an original speech relating to some aspect of 4-H. Submit 3 copies of speech outline with registration.

Ribbon & Certificate given to each participant.
Top individuals receive a medal and a $25 cash award if they compete in the State Contest.

The top 2 State winners will receive an award to be determined. The 2 alternates will receive a $50 cash award.

Junior Radio PSA

8-11

60 seconds

The PSA must promote 4-H and be general enough so the PSA could be used anywhere in the state.


The PSA's will be submitted on tape or CD two weeks prior to a Regional Contest. May use sound effects.

Ribbon & Certificate given to each participant.
Top individuals receive a medal.

Intermediate
Radio PSA

12 and 13

RULES AND REGULATIONS

  • Youth must be currently enrolled in 4-H to participate in the Public Speaking Contest.
  • Youth may choose to participate in any of the Regional 4-H Public Speaking Contests located in North Platte, Norfolk, Lincoln and the Panhandle. Youth may participate in only one regional contest. 
  • ALL SPEECH DIVISIONS MUST INCORPORATE 4-H INTO THEIR SPEECH.
  • Use of visual aids and props are not allowed. There is a presentation contest where visuals are allowed.
  • Judges will deduct three points from the contestant's score for each 30 seconds under or over the time limit. (Senior division only).
  • Senior Division Speech and PSA Regional winners will advance to state competition.
  • Youth may participate in both the Speech and PSA Divisions.
  • Radio PSA’s will be submitted on tape or CD two weeks prior to the Regional Contest in the Region/District where the 4-H’er resides. The time limit for PSA’s is 60 seconds.
  • Many speakers in the Public Speaking Contest have given speeches in other contests. This is fine; however you cannot use the same speech for the 4-H contest. You may use the same ideas from a speech you used before, but it must be 4-H related. And you need to make enough changes to make that speech new to you and the audience.
  • Acknowledge your source of information. An article from a magazine may be used for reference but should not be quoted directly unless you tell the audience your source.
  • Previous state winners in speech or radio PSA’s are not eligible to compete at the regional and state 4-H Public Speaking Contest.
  • Dress appropriately.  Do not wear costumes or special effect clothing.
