County Quota:

  • Each county may send three (3) contestants per age division (Junior, Intermediate and Senior) in both speech and PSA categories to the Regional contest.  
  • All contestants in the 60 second PSA category must compete in their designated regional contest.  Those competing in the Speech category may compete in only one Regional contest of their choice. 

Registration Fee:

  • Registration is $5.00 for each speech and PSA entered. 
  • Send fees to the district where the 4-H member is competing.   Registration for Regional competition must be submitted by Extension staff using the attached form.
  • Make checks payable to University of Nebraska–Lincoln Extension 4-H.

General Regional Public Speaking Contest Rules and Regulation:

Age Divisions:
Age division are established by 4-H policy and based on how old the 4-H member is on their calendar year birthday.  For example:  If you turn(ed) 9 on January 1, 2009 or on any day in 2009 you would be in the Junior Division.

  • Junior Division: The calendar year the member becomes age nine (9) to 11.
  • Intermediate Division: The calendar year the member becomes age 12 to 13.
  • Senior Division: The calendar year the member becomes age 14 to 19.

Eligibility:

  • Youth must be currently enrolled in 4-H to participate in the Regional Public Speaking contest.
  • Youth must be selected at their county Public Speaking contest to compete in Regional competition.
  • Youth may participate in both the Speech and PSA categories.
  • Previous state winners in speech or radio PSA’s are not eligible to compete at the regional or state 4-H Public Speaking Contest.

Procedural Guidelines:

  • Contestants must qualify at their county contest to compete in Regional Competition.
  • Youth selected to advance to Regional competition in the speech category may participate in one Regional 4-H Public Speaking Contests of their choice.  Regional contests are held in North Platte, Norfolk, Lincoln and the Panhandle.
  • Registration must be submitted electronically to the appropriate Regional Contest coordinator by the county extension staff by the contest registration deadline which is two weeks prior to the contest.
  • Speech entries must include 3 copies of speech outline along with the registration form.
  • Radio PSA’s will be submitted on tape or CD along with the PSA outline and registration form two weeks prior to the Regional Contest.  All PSA contestants must compete in the Region/District where the 4-H’er is enrolled. The time limit for all PSA’s is 60 seconds.
  • Only Senior Division Speech and PSA Regional winners will advance to state competition.

Speech Contest Rules:

  • Length of Speeches:
  • Junior Division:  Length of speech is 1 to 3 minutes.
  • Intermediate Division: Length of speech is 3 to 5 minutes.
  • Senior Division:  Length of speech is 5 to 8 minutes.
  • All speeches must be original and include 4-H as the major component of the speech.
  • Many speakers in the Public Speaking Contest have given speeches in other contests. This is fine; however you cannot use the same speech for the 4-H contest. You may use the same ideas from a speech you used before, but it must be 4-H related.  You need to make enough changes to make that speech new to you and the audience.  You cannot use an old speech of your brother, sister or anyone else.
  • Acknowledge your source of information.  An article from a magazine may be used for reference but should not be quoted directly unless you tell the audience your source.
  • Use of visual aids and props are not allowed.
  • Dress appropriately.  Do not wear costumes or special effect clothing.

PSA Contest Rules All Divisions:

  • All PSA’s are 60 seconds in length.
  • All radio PSA’s must promote 4-H and be general enough to be used anywhere in Nebraska at anytime of the year.
  • This year we are suggesting (not required this year) that all 60 second PSA’s use the theme “Keeping it Green,” for regional and state competition.
  • In subsequent years, the PSA theme will mirror the Nebraska 4-H month theme.
  • Contestants may not use the PSA’s provided by the state.
  • Sound effects and public domain music may be used.

Regional Recognition:

  • Speech and PSA Regional Awards Junior & Intermediate Divisions:
  • Each participant will receive a ribbon and certificate.
  • Top individuals in each division will receive a medal.
  • Speech and PSA Regional Awards Senior Division:
  • Each participant will receive a ribbon and certificate.
  • Top individuals will receive a medal and an opportunity to compete in the State contest.
  • Top individuals will receive a $25 cash award if they participate in the State contest.

Scoring:

  • Judges will deduct three points from the contestant's score for each 30 seconds under or over the time limit. (Senior division only).
